Under such a permit the experimenter could

With the permission of Your Excellency I would also re- -spectfully bring to your notice the fact that under the Inter- -national Wirèless Telegraphy Convention referred to above private stations are allowed to be erected with the permission of the Governments of the respective Powers, the only restrict- -ion being imposed by the Convention being that any station shall be bound to receive a message from a ship in distress.
